A RESOLUTION of the City Council of the City of Federal Way,
Washington, Amending Council Rules of Procedure 2.2(4); 5.1; 18.2;
19.14; 19.23; 19.26, and 20.9.
WHEREAS, the Federal Way City Council adopted the Council Rules of Procedure in 1992;
and
WHEREAS, the Federal Way City Council has modified the Rules of Procedure; and
WHEREAS, the Federal Way City Council discussed modifications to following Rules of
Procedure in its retreat on January 28, 2012: 2.2(4); 5.1; 18.2; 19.14; 19.23; 19.26, and 20.9; and
WHEREAS, the Federal Way City Council directed the City Attorney to prepaze an
amendment to the Rules of Procedure regarding citizen comment, Deputy Mayor, citizen advisory
committees, and Council Committee assignments ;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
RESOLVES AS FOLLOWS:
Section l. Rule 2.2(4) shall be amended as follows:
2.2(4) Members of the audience may comment on items relating to any matter. Citizen
comment sign-ups will be available at each regular council meeting for the use of
those citizens wishing to address the Council. Comments are limited to three (3)
minutes, except that for a person whose property is the subject of a condemnation
ordinance then pending before the City Council, or a person speaking on behalf of a
group of more than five (5) in attendance or written proof that more than 5 desi�nate
as spokesperson ma�peak for 5 minutes provided the Citv Clerk has been notified in
advance (preferabl�,y 3•00 p m but no later than before the be�innin og f the
meetin ; � °„*� ^ ° '�m�*°a *� �•�° «' m ��*°°. No speaker may convey or
donate his or her time for speaking to another speaker.

Section 2 . Rule 5.1 shall be amended as follows:
5.1 Persons addressing the Council, who are not specifically scheduled on the agenda,
will be requested to step up to the podium, give their name for the record, and limit
their remarks to three (3) minutes. A person speaking on behalf of a�roup of more
than five (5) in attendance or written nroof that more than 5 designate as
spokesperson may sneak for five (5) minutes provided the Citv Clerk has been
notified in advance (preferablv bv 3:00 u.m., but no later than before the
beginning of the meeting) speaker may convey or donate his or her time for
speaking to another speaker. All remarks will be addressed to the Council as a
whole, and not to individual City staff inembers. Any person making personal,
impertinent, or slanderous remarks, or who becomes boisterous, threatening, or
personally abusive while addressing the Council, may be requested to leave the
meeting.
Section 3. Rule 18.2 shall be amended as follows:
18.2 The Deputy Mayor shall be elected for two (2) year terms at the first Regular City
Council meeting in January of the applicable year, by a majority vote of the City
Council in accordance with RCW 35A.12.065. The City Council maYrescind the
vote of the Deputv Mayor by a simple majority If a vacancYoccurs the Council
shall elect a Deputy Mavor to fill the unexpired term.
Section 4. Rule 19.14 shall be amended as follows:
19.14 Newly appointed members will attend an orientation no later than thirtv (30) davs
after the appointment. The orientation will include a presentation by the Ci
Attornev or designee to address applicable laws including the Federal Wa�Ethics
Code, and receive a briefing by the commission, committee or task force chairperson
the Council Committee Chair and/or City staff,_ The briefing will include ��g
the duties and responsibilities of the members of the advisory body. �k�sk�ie

will receive an information packet which will include
', a commission, committee or task force membership list,
responsible City staff inember, statement of purpose for the advisory body which may
include an ordinance, resolution, bylaws, or annual work program and a copy of the
City of Federal Way Ethics Code.
Section 5. Rule 19.23 shall be amended as follows:
19.23 At the first meeting of each calendaz year or upon appointment �all members of
advisory bodies shall provide a written list of all memberships on boards and anv
employment to the Chair and to Staff. The list shall include the members and
immediate familv (spouse/partner and dependant children) It is the responsibili � of

the member to update the list when changes occur. The purpose of the list is s�e��
'�° ^•~°^r° �� +'�° ~°°�' to avoid any instance of conflict of interest. No individual
should use an official position �efor financial gain and/or personal advantage
Section 6. Rule 19.26 shall be amended as follows:
19.26 The City Council transmits referrals for information or action through the Mayor and
the applicable Council Committee Chair to the advisory groups. These advisory
groups transmit findings, reports, etc., to the City Council through the Mayor and the
a�plicable Council Committee Chair.
Section 7. Rule 20.9 shall be amended as follows:
20.9 The Deputy Mayor will make committee assignments each January, with members
serving e�e-(-�3 two (2) year terms. Council shall ratifv the Deputy Mayor's
committee assignments at the Council Meetin�. The Deputy Mayor has the
discretion to appoint or remove Committee members at any time, subject to
ratification bv the Council.
Section 8. Severabilitv. If any section, sentence, clause or phrase of this resolution should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this resolution.
Section 9. Corrections. The City Clerk and the codifiers of this resolution are authorized to
make necessary corrections to this resolution including, but not limited to, the correction of
scrivener/clerical errors, references, resolution numbering, section/subsection numbers and any
references thereto.
Section 10. Ratification. Any act consistent with the authority and prior to the effective date
of this resolution is hereby ratified and affirmed.
Section 11. Effective Date. This resolution shall be effective immediately upon passage by
the Federal Way City Council.
